Passage Three

As a medium of exchange, money permits the separation of exchange into the two distinct acts of buying and selling. Hence producers who know they will be paid in money, can concentrate on finding the most suitable outlet for their goods, while buyers who will pay in money, can concentrate on finding the cheapest market for the wings they wish to purchase. (83) Specialization is encouraged, because people whose output is not a complete product but only a part of one can be paid an amount equivalent to their share of the product.

Another advantage of money is that it is a measure of value. In a barter economy it would be necessary to determine how many plates were worth one hundred weight of cotton, or how many pens should be exchanged for a ton of coal. (84) The process of establishing relative values would have to be undertaken for every act of exchange, according to what products were being offered against one another, and according to the two parties desires and preferences.

Thirdly, money acts as store of wealth. It is difficult to imagine saving under a barter system. No one engaged on only one stage in the manufacture of a product could save part of his output, since he would be producing nothing complete. Most products deteriorate fairly rapidly, either physically or in value, as a result of long storage; even if storage were possible, the practice of storing products for years on end would involve 20 obvious disadvantages. If wealth could not be saved, or only with great difficulty, future needs could not be provided.Specialization is encouraged because_______.

11.根据以下资料,回答5-8题。 As one approaches some crossroads, one comes to a sign which says that drivers have to stop when they come to the main road ahead. At other crossroads, drivers have to go slow, but they do not actually have to stop (unless, of course, there is something coming along the main road); and at still others, they do not have either to stop or to go slow, because they are themselves on the main road. Mr.Williams, who was always a very careful driver, was driving home from work one evening when he came to a crossroads. It had a "Slow" sign, so he slowed down when he came to the main road, looked both ways to see that nothing was coming, and then drove across without stopping completely. At once he heard a police whistle, so he pulled in to the side of the road and stopped.A policeman walked over to him with a notebook and pencil in his hand and said, "You didn't stop at the crossing." "But the sign there doesn't say 'Stop'," answered Mr Williams."It just says ‘Slow’, and 1 did go slow." The policeman looked around him, and a look of surprise came over his face. Then he put his notebook and pencil away, scratched his head and said, "Well, I'll be blowed! I am in the wrong street!"6 When Mr Williams heard the police whistle __.

12.根据以下资料,回答33-36题。 Children for whom school has no point Many children do not go to school either because their parents want them at home as carers for siblings, or simply because their parents cannot be bothered to send them.Thousands more are not registered at any school at all, because of their families' unstable lives. Underlying this dreadful situation there are two central truths.First of all, the problem of children not going to school often has more to do with their parents than with the children themselves.Secondly, once children go to school, we need to make sure that the experience is a positive one so that they want to keep on going. In Britain, the Ministry of Education has introduced a complex package of sticks and carrots to persuade Schools to bring truants' and excluded children back into the classroom. It is paying grants so that a thousand schools can set up special units to help these children.Schools receive the grant if they bring a target number of children back to school; if they do not meet the target, the grant is withdrawn. Parents are the subject of this campaign, too: the Home Office has introduced fines for parents who fail to send their children to school, and has given the police power to pick up truants on the streets. Truant=a child who does not go to school when he or she should.33 According to the text, there are thousands of children who __.
